Standard Electricity Supply Contract for Household Consumers
List of Documents Required for Concluding an Electricity Supply Contract:
In accordance with the Standard Electricity Supply Contract, approved by Order No. 356 of the Minister of Energy of the Republic of Kazakhstan dated 23 October 2017, and points 4 and 4-1 of the "Rules for the Use of Electrical Energy," approved by Order No. 143 of the Minister of Energy of the Republic of Kazakhstan dated 25 February 2015.
For Consumers in Multi-Apartment Residential Buildings to Conclude a Household Electricity Supply Contract, the Following Documents Are Required:
- Acceptance Statement for the Household Electricity Supply Contract
- Individual Identification Number (IIN) from an identity document;
- Document establishing ownership of the apartment (purchase agreement, gift agreement, privatisation agreement, etc.) (copy);
- Document confirming the right to reside at the given address (rental agreement, decision/order for allocation of service housing, etc.) (copy);
- Technical passport (copy);
- If the consumer is not the owner of the residential premises, a copy of the power of attorney for the authorised person (copy);
- Information on registered persons from the state database.
For Consumers of Individual Residential Houses to Conclude a Household Electricity Supply Contract, the Following Documents Are Required:
1. Acceptance Statement for the Household Electricity Supply Contract
2. Individual Identification Number (IIN) from an identity document;
3. Document establishing ownership of the individual residential house (purchase agreement, gift agreement, privatisation agreement, etc.) (copy);
4. Document confirming the right to reside at the given address (rental agreement, decision/order for allocation of service housing, etc.) (copy);
5.Technical conditions for connection to the electricity grid (copy).
Note:
- In the event of a change of ownership, if there are no technical changes to the property's electricity supply, re-registration is not required. In this case, a copy of the technical conditions issued to the previous property owner must be provided.
- For newly commissioned facilities (increase in contracted capacity, changes in the electricity supply scheme, changes in the category of network users based on the reliability of electricity supply), the issuance of technical conditions is required.
6. Act Defining Balance Ownership and Operational Responsibilities Between the Energy Transmission Organisation and the Consumer (copy);
7. In the case of a representative acting on behalf of the property owner to conclude the contract, a copy of the power of attorney for the authorised person must be provided.
For the Information of Consumers:
To conclude electricity supply contracts for household consumption, individual consumers residing in multi-apartment buildings may apply through the city services portal «QalaQyzmet.kz».
According to Article 14, Paragraph 2 of the Law of the Republic of Kazakhstan "On Electric Power," electrical energy is a commodity on the market. In accordance with §5, Chapter 25 of the Civil Code of the Republic of Kazakhstan, the electricity supply contract is a type of sales contract.
According to Article 482, Paragraph 2 of the Civil Code of the Republic of Kazakhstan, the energy supply contract is public.
In accordance with Article 387, Paragraph 4 of the Civil Code of the Republic of Kazakhstan, in cases stipulated by legislative acts, the Government of the Republic of Kazakhstan may issue rules that are mandatory for the parties when concluding and executing public contracts (standard contracts, regulations, etc.).
Based on the consumer's acceptance statement for the electricity supply contract, the electricity supply contract will be concluded in accordance with the Standard Electricity Supply Contract for Household Consumption, approved by Order No. 356 of the Minister of Energy of the Republic of Kazakhstan dated 23 October 2017, and published on the website of JSC "Astana-REC."
